West Africa’s shuttle diplomacy has included several regional political heavyweights who helped intervene in 2012 when a military coup gave way to a jihadist takeover across Mali’s north. BAMAKO (Reuters) - Mali's opposition coalition on Tuesday formally rejected a plan proposed by West African leaders for ending a political crisis, raising the prospect of more mass anti-government demonstrations in the coming weeks.
BAMAKO, Mali - Leaders from West Africa’s regional bloc met by video conference Monday to focus on Mali’s political crisis, but political opposition leaders immediately dismissed the efforts after the panel merely endorsed recommendations protesters already had rejected. The regional bloc known as ECOWAS has called for Malian President Ibrahim Boubacar Keita to form a unity government and share power. The jihadists also have seeped into central Mali, where their very presence has exacerbated tensions between ethnic groups and fueled further violence.Associated Press Krista Larson in Dakar, Senegal contributed to this report. The 15-nation region bloc, though, has called Keita’s resignation a “red line” that won’t be crossed. Tens of thousands of protesters have answered opposition calls to take to the streets in recent weeks, raising concerns the unrest could derail the fight against Islamist extremists in the region.Reporting By Edward McAllister; additional reporting by Tiemoko Diallo in Bamako; Editing by Aaron Ross, Philippa Fletcher and Dan GreblerTheir plan recommended that 31 members of parliament whose elections were contested step down and that by-elections be held. It also called for the creation of a government of national unity that would include members of M5-RFP and said there should be an inquiry on the deaths earlier this month.West African heads of state met via video link on Monday following a visit to the country last week initiated after a previous ECOWAS mission was unable to appease M5-RFP.“We take note, but we really believe that this is not the will of the people, it is not what we expect,” said coalition spokesman Nouhoum Togo, who said it was in the process of reviewing the recommendations. The proposals are similar to those previously made by ECOWAS missions to Mali since the crisis began in early June that have been flatly rejected by President Ibrahim Boubacar Keita’s opponents, who insist that he resign.BAMAKO (Reuters) - West Africa’s regional body ECOWAS on Monday proposed a four-point plan to resolve Mali’s political crisis that it says should be implemented within 10 days, and recommended sanctions against anyone standing in the way.“The Heads of State... express deep concerns on this situation likely to increase instability in Mali, and in the sub-region,” ECOWAS said in a statement after the meeting. The M5-RFP opposition coalition that has spearheaded anti-Keita protests was unimpressed by the ECOWAS proposals. The demonstrations, caused by contested local elections and perceived government corruption and incompetence, turned into a full-blown crisis this month when police killed protesters.
While the struggle pre-dates Keita’s inauguration, Malians are increasing frustrated with his government’s inability to bring peace more than seven years after a French-led military operation forced jihadists from power in the north.Keita was democratically elected in 2013, and then re-elected five years later. In that case, there is a risk that neighbouring countries, like Senegal and Guinea, will be affected, which in turn will affect other countries. Mali's President Ibrahim Boubacar Keita, right, and Senegal's President Macky Sall exchange greetings outside a Bamako hotel, July 23, 2020. His opponents, though, say they won’t accept anything less than his immediate resignation, which West Africans leaders have signalled they won’t accept.Choguel Maiga, one of the leaders behind the June 5 Movement, said protesters already have made their opinions known and he again dismissed the plan endorsed by the West African leaders Monday.“They have minimized our concerns ... at a time when we are going through a crisis of governance,” he said. “Malians want a change at this level.”Initially opposition leaders backed away from a call for Keita’s ouster, but they hardened their resolve after protests in the streets of Bamako brought a violent response by security force. West African leaders gather in capital Bamako in latest bid to end the political crisis as leaders of a protest movement clamour for President Ibrahim Boubacar Keita's resignation.
